This poll has to be taken with a grain of salt. I believe most Europeans feel the same way as you described - disliking their countrymen because of their political views or a fact that they live in a different part of the country.

In my personal experience - living in Paris and Provence for some time - with the exception of some nasty fonctionnaires, all the French I met were kind and friendly.
